By Regulation No 99 of 2 October 2026, the Government of the Republic of Estonia amended sanctions Regulation No 93, in force since 2022. The amendment was published in the State Gazette (Riigi Teataja) on 7 October and takes effect on 8 October 2026.

From that date it is prohibited to transport, supply or transfer through the territory of the Republic of Estonia goods falling under Combined Nomenclature code 10 (cereals) that originate in or have been exported from the Russian Federation or the Republic of Belarus. Until now, the same regulation concerned imports of natural gas and liquefied natural gas.

The ban takes effect immediately. The regulation provides for no transition period and no exemptions. It applies directly to every legal entity operating in Estonia, and to entities registered in Estonia also outside Estonian territory.

Estonian Railways applies the ban from the date it takes effect and notified the railway undertakings operating on its infrastructure on 7 October.

Questions concerning the application of the sanction fall within the competence of the Estonian Tax and Customs Board.
