Accessibility requirements are established under § 32 of the Public Information Act and derive from the European Union digital accessibility standard EN 301 549 V3.2.1. Compliance
The Eesti Raudtee website partially complies with accessibility requirements. The following content areas and functions that are not accessible are listed below. For each shortcoming, the accessibility requirement that is non-compliant with standard EN 301 549 is identified.
Content and Functions That Are Not Accessible
- Some icons or images lack a text description or the description is inaccurate (requirements 9.1.1.1 Non-text Content, 9.1.4.5 Images of Text).
- Video content is not fully accessible in some places (requirements 9.1.2.2 Captions (Prerecorded), 9.1.2.3 Audio Description or Media Alternative, 9.1.2.5 Audio Description (Prerecorded)).
- The heading and content structure is incorrect in some places (requirement 9.1.3.1 Info and Relationships).
- Some functions cannot be operated using a keyboard alone (requirement 9.2.1.1 Keyboard).
- The page lacks a skip navigation link and a <main> element (requirement 9.2.4.1 Bypass Blocks).
- Business client forms lack programmatically determinable error messages and invalid field indicators (requirement 9.3.3.1 Error Identification).
- Error messages on business client forms do not explain the cause of the error or how to resolve it (requirement 9.3.3.3 Error Suggestion).
- Focus does not always move in a logical order when navigating with the keyboard (requirement 9.2.4.3 Focus Order).
- Links do not always have a name, and their purpose is not apparent from the link text or surrounding context (requirement 9.2.4.4 Link Purpose).
- The page search field lacks a label describing its topic or purpose (requirements 9.2.4.6 Headings and Labels, 9.3.3.2 Labels or Instructions).
- The main page functions can be operated with a keyboard, but most elements lack a visible focus indicator (requirements 9.2.4.7 Focus Visible, 9.2.4.11 Focus Not Obscured (Minimum)).
- Focusable elements lack a focus indicator with consistent contrast (requirement 9.2.4.13 Focus Appearance).
- Elements in the organisational structure diagram on the "About Us" page lack a programmatic name/role, and the name does not match the visible text (requirement 9.2.5.3 Label in Name).
- Some elements (e.g. modal windows, buttons, links) are not correctly marked up for screen readers (requirement 9.4.1.2 Name, Role, Value).
- Dynamic content updates, such as form error messages and calculator results, are sometimes updated only visually and are not automatically detectable by screen reader users (requirement 9.4.1.3 Status Messages).
Software-like Web Functions
The EVR infrastructure fee calculator is located on the "Business Clients" page under the "Rules and Fees" section (link to calculator). The calculator is operable with a keyboard (requirement 9.2.1.1 Keyboard), but result fields are not announced to screen readers (requirement 9.4.1.3 Status Messages) and focus styles are not consistently visible (requirement 9.2.4.7 Focus Visible).
Documents
PDF documents are accessible from the "About Us", "Business Clients" and "Training Centre" pages. File format and size are not indicated next to document links (requirement 9.2.4.4 Link Purpose). Documents may lack the following:
- Title in metadata (requirement 10.2.4.2 Page Title)
- Alternative texts for images (requirement 10.1.1.1 Non-text Content)
- PDF/UA flag (requirement 10.1.3.1 Info and Relationships)
- Table roles in the structure tree where tables are present (requirement 10.1.3.1 Info and Relationships)
- Bookmarks/table of contents
Third-party Content
CookieYes Consent Management Platform
The CookieYes cookie banner is embedded at the bottom of the page and collects user consent for cookies, blocking third-party scripts until consent is given. No alternative access method exists, as interacting with the banner is required to provide consent. We do not have control over the accessibility of the CookieYes banner. Our own testing found the following accessible properties in the embedded banner:
- Keyboard navigable. Users can move between elements using Tab and Shift+Tab, and activate elements using Enter or Space.
- Has browser default focus.
- Has semantic roles and names. The banner includes attributes such as role, aria-label, aria-controls, aria-expanded and aria-haspopup.
No significant accessibility issues were identified during our own testing, however as this is a third-party component, we cannot guarantee full compliance across all environments and assistive technologies.

YouTube
YouTube platform content is embedded on the Estonian-language pages "Training Centre" and "Join Us" as <iframe> links, enabling Eesti Raudtee videos to be displayed on the evr.ee website via the YouTube platform. We do not have full control over the accessibility of embedded YouTube videos, as this is a third-party platform. Our own testing found the following accessible properties in the embedded YouTube player:
- Keyboard navigable. Users can move between video player controls using the Tab key and activate buttons using Enter or Space.
- The <iframe> element has a title attribute that describes the video content for screen reader users.
- The video player has standard ARIA roles and labels.
The following accessibility limitations exist that we are unable to influence as a third-party platform:
- Automatically generated subtitles may not be accurate and may not comply with requirement 9.1.2.2 (Captions (Prerecorded)).
- Audio descriptions are absent, affecting compliance with requirements 9.1.2.3 and 9.1.2.5.
- The focus style and contrast of the YouTube interface depend on the platform's own design.
As an alternative, videos can be viewed directly on the YouTube channel. More information is available in YouTube's official accessibility settings.
